The 44-year-old replaces Morocco/Spanish Jadrane Hicham, whose contract expired last month.
Gugliermo has coached Sultan, Oman and Burkina Faso.
Buildcon finished in the top half of table in their first ever season in the top flight.
Despite losing almost half of their players, the big spenders have continued to attract top players on the continent.
Three times CAF Champions League winner Given Singuluma has joined them from TP Mazembe. He is one of the marque signings at the club.
There are also three new Zimbabwéans players.
Some of the high profile players who have left Buildcon are striker and former captain Jonas Sakuwaha, Maisha Chavda and Fidel Bosandje.
The team grouped last week to start their first phase of pre-season but it mainly had local players.
This week all their foreign and new players are expected to be in Ndola.
From Zambia’s CHAN squad, Buildcon has the trio Isaac Shamujompa, Mushili Chanda and Lawrence Chungu but they are all fringe players and yet to feature at the tournament.
